Cost of Living: Lisbon, Madrid, Barcelona 2026
Official rent, transport and energy figures for the three cities, set beside the one cost measure written for Americans — the IRS housing limit, which allows $59,700 in Madrid, $44,800 in Lisbon and $40,600 in Barcelona.

Madrid is the most expensive of the three for an American, on the one measure built for Americans: the IRS allows $59,700 of housing costs in Madrid for 2026, against $44,800 in Lisbon and $40,600 in Barcelona. Local rent statistics point the other way, because they measure different things.
Every aggregator that ranks these three cities is built from crowdsourced entries. The official figures exist, they are published by the statistical offices and transport authorities of each country, and they do not agree with one another — partly because Lisbon counts new leases and Spain counts the whole let stock, and partly because the US Treasury scores the same cities on a basis of its own. The table sets out each figure with the basis it rests on.

How much does rent cost in Lisbon, Madrid and Barcelona?
Lisbon is the dearest of the three on the published figures. The median rent of new leases in the municipality of Lisboa was €17.22 per square metre a month over the twelve months to March 2026, against €14.0 in Madrid and €13.7 in Barcelona. Those two Spanish figures come from a different statistic, described in the next section.
Portugal publishes the Lisbon figure quarterly. In the first quarter of 2026 the median rent of new leases in Lisboa reached €17.42 per square metre, the highest of the twenty-four municipalities with more than 100,000 inhabitants, up 8.2% on the same quarter a year earlier. The national median was €9.46 and the Grande Lisboa sub-region €14.38. Lisboa also recorded the largest number of new leases in the country, 17,144 over the twelve months to March 2026.
Spain publishes a euro amount as well as a rate. The state reference system puts the median monthly rent of a let flat at €869 in the municipality of Madrid and €900 in Barcelona, on median floor areas of 66 and 68 square metres. The middle half of the Madrid market runs from €700 to €1,166 a month, and the Barcelona market from €736 to €1,169.
Why can the Lisbon and Spanish rent figures not be compared directly?
Because one counts new leases in 2026 and the other counts every let dwelling in 2024. The Portuguese statistic is drawn from stamp-duty declarations of leases signed in the reference period. The Spanish reference system is a statistical exploitation of tax sources covering the whole rented stock, and the edition published in 2026 carries 2024 as its reference year.
The gap matters to anyone arriving. A market-wide median includes tenancies signed years ago and still running at their old rent, so it sits below what a newcomer is quoted; a new-lease median is what a newcomer is quoted. Read on the same basis, the Spanish cities would stand higher than the €14.0 and €13.7 figures show, and the distance between Lisbon and Madrid would be narrower than the raw numbers suggest.
The Spanish index is not merely descriptive, either. It is the reference system approved under article 17.7 of the Urban Leases Act and updated by ministerial resolution in the Boletín Oficial del Estado, which is what gives it legal effect in the areas Spain declares to be under pressure.
What does a monthly transport pass cost in each city?
Barcelona is cheapest at €22.80, Lisbon next at €30 and Madrid dearest at €56.20. The Barcelona figure is the T-usual for one zone in the 2026 fares, an unlimited monthly travel pass. The Lisbon figure is the navegante municipal, valid on every operator inside one of the eighteen municipalities of the metropolitan area.
Lisbon adds a second tier worth knowing. The navegante metropolitano costs €40 a month and covers every public transport operator across all eighteen municipalities, so a commute from Cascais or Almada into the city costs €10 more than a pass confined to Lisboa itself. A household pays at most the price of two passes under the family variants, €60 municipal and €80 metropolitan.
The Madrid figure carries a caveat the order itself states. The €56.20 for a thirty-day zone A pass is the official tariff from 1 January 2026, a 3% increase approved in the regional gazette. The same order records that since September 2022 the price a passenger actually pays has been the tariff less a series of temporary discounts, renewed period by period, so the published tariff and the counter price have not been the same figure for some years.
What does household electricity cost in Portugal and Spain?
Portugal is the cheaper of the two. Household electricity in the medium consumption band of 2,500 to 4,999 kWh a year cost €0.2435 per kWh in Portugal and €0.2669 in Spain in the second half of 2025, taxes and levies included. That is the most recent half-year published.
The difference is about 9.6% and it moves in the same direction in both countries. Portuguese prices rose from €0.2390 in the first half of 2025 and Spanish prices from €0.2612 over the same period. On a household using 3,000 kWh a year, the gap between the two countries comes to roughly €70 across a full year, which is smaller than one month of the rent difference between any two of these cities.
How much rent can an American exclude from US tax in each city?
Up to $38,436 in Madrid, $23,536 in Lisbon and $19,336 in Barcelona. Section 911 of the Internal Revenue Code lets a qualified individual exclude a housing cost amount, which is housing expenses for the year minus a base amount. For 2026 the base amount is $21,264, and the city limits above cap the expenses that count before the base is taken off.
The arithmetic runs in two steps. The base housing amount is 16% of the maximum foreign earned income exclusion, which Revenue Procedure 2025-32 sets at $132,900 for taxable years beginning in 2026, giving $21,264. The general cap on housing expenses is 30% of the same figure, or $39,870, and section 911(c)(2)(B) lets Treasury raise that cap where housing costs abroad are higher than in the United States.
That is where the three cities separate. Notice 2026-25 sets the limit at $59,700 for Madrid, $44,800 for Alverca and Lisbon and $40,600 for Barcelona. Subtract the $21,264 base from each and the excludable housing cost amount is $38,436, $23,536 and $19,336. Madrid gives an American nearly twice the shelter that Barcelona does on the same rent.
Why does the IRS rank Madrid so far above Barcelona and Lisbon?
The notice says only that the adjustments are based on geographic differences in housing costs relative to housing costs in the United States. It publishes no city-level workings. The ranking it produces is the reverse of the local rent statistics, which put Lisbon first and Madrid and Barcelona within thirty cents of each other per square metre.
Barcelona sits at $40,600, which is $730 above the generally applicable limit of $39,870 that applies anywhere not named in the table. In other words the Treasury treats Barcelona as barely more expensive than the unlisted world average, and Madrid as costing half as much again. Whatever drives that, the practical consequence for a working American is fixed in the table and does not follow the local market.
Does the housing exclusion help a retired American?
No. Section 911 applies to a qualified individual with foreign earned income, and the housing cost amount is excluded from that income. A retiree drawing a pension, a 401(k) or Social Security has no foreign earned income, so the Madrid and Lisbon limits give nothing at all.
This is the single largest fork in these three budgets. A salaried American in Madrid can take the $132,900 exclusion and a further $38,436 of housing on top; a retired American in the same flat takes neither and works with the foreign tax credit instead. Any comparison of the three cities that ignores which of the two the reader is will be wrong by tens of thousands of dollars.
What counts as a full-time wage in Portugal?
The guaranteed minimum monthly wage in Portugal is €920 from 1 January 2026, fixed by Decreto-Lei n.º 139/2025 and published on 29 December 2025. It is paid over fourteen months rather than twelve under Portuguese practice, and it is the floor for full-time work of any kind.
Set that against the Lisbon rent figures and the scale of the problem is visible without any commentary. A 70 square metre flat at the Lisboa new-lease median of €17.22 per square metre comes to roughly €1,205 a month, which is more than the monthly minimum wage before anything else is paid. The three cities are being compared here for an American with dollar income; they are not the same cities for the people already living in them.
